Emergencies Act inquiry: RCMP commissioner Brenda Lucki, Mike Duheme cross-examined | FULL

Testifying in front of the inquiry probing the federal government’s use of the Emergencies Act, RCMP Commissioner Brenda Lucki said the force was “caught off guard” by Ottawa’s request for 1,800 officers during the so-called “Freedom Convoy” protests this past winter.

She said the RCMP had not had specific discussions with former Police Chief Peter Sloly prior to the request being made.

Lucki said the RCMP felt “pressure” internally to end the so-called “Freedom Convoy” protests in Ottawa, but said she did not receive direction from politicians and felt no outside pressure.

Deputy Commissioner for Federal Policing Mike Duheme also testified Tuesday.

The Public Order Emergency Commission (POEC), which is holding hearings until Nov. 25, is tasked with determining whether the federal government was justified in invoking the Emergencies Act to end the trucker convoy protests.

Prime Minister Justin Trudeau invoked the Emergencies Act on Feb. 14 after nearly three weeks of protests against COVID-19 restrictions that gridlocked downtown Ottawa and inspired border blockades in other Canadian cities.
